Double check that it is plugged into a power outlet - be sure the iPad is not plugged into a computer. Is your charging cord snug? You may need to unscrew the two screws on the case (if you have the black Tippy stand) to pull the cord out and put it back in. The cords can become loose during shipment and when the iPad is turned during normal usage.
My iPad screen says "Not Charging" in the top right corner, or my kiosk keeps losing power.
